Introduction:
Environmental health officers, planning officers and technical staff dealing with planning applications require skills to ensure that the pollution implications of any development are correctly assessed. Although all forms of pollution are considered, the emphasis will be on noise.
Course objectives/key benefits:
On completion delegates will be able to:
- Understand the basics of the planning process including development control and local plans
- Understand how and why pollution control integrates into planning
- Carry out structured assessments of planning applications
- Make proper decisions based upon the assessments
- Draft appropriate conditions to be attached to planning consents

- Purpose and scope of planning legislation
- Determinations and exemptions
- Development plans and local plans
- Planning Policy Guidance notes (PPG’s), their scope and application
- l Supplementary planning guidance notes
- Material considerations in determining applications
- The decision making process
- Importance of pollution control to the planning system
- Interaction with Local Authority objectives
- Developing an effective system for internal consultation
- Inputting pollution control information to the Local Plan, Economic Development plans and Development Control
- Using published guidance e.g. PPG24, BS4142, WHO Community Noise guidelines, British Standards
- Developing a structured methodology for the assessment of planning applications
- Understanding the source/receiver path and the what/where/when principle
- Evaluation of consultants reports
- Decision making and the classes of decisions that may be made
- Drafting of appropriate and sustainable planning conditions
- Enforcement of planning conditions
